About this opportunity

The City of Harrisonburg, Virginia is soliciting Statements of Qualifications for a Design-Build team to design and construct plate settlers and a sludge removal system at the Grandview Water Treatment Plant Sedimentation Basin, with SOQs due August 21, 2026 at 3:00 p.m. through the eVA platform. This is a two-phase competitive selection: at least two qualified offerors will be short-listed on September 11, 2026 to submit technical and sealed cost proposals due October 29, 2026, with anticipated contract award on November 20, 2026.

All Design-Build teams must include a Virginia-licensed Class "A" contractor and a registered Virginia Architect or Engineer. Designated Key Personnel must include a Design-Build Project Manager, Disciplined Engineer/Architect in Charge, Quality Control Manager, Design Manager, and Construction Manager. Offerors must demonstrate experience with at least three similar projects delivered using Design-Build methodology and evidence of relevant experience with plate settler installations, water treatment plant construction environments, and project material providers.

The project involves retrofitting four existing sedimentation basins to provide risk protection during higher-than-normal turbidity periods for eight downstream multimedia filtration units. The design must comply with Virginia Administrative Code 12VAC5-590-872 for a 15.2 MGD hydraulic capacity rating with inherent adaptation capability to expand to 20.0 MGD. Final project completion timing will be determined per the offeror's submitted schedule. The City reserves the right to conduct independent investigations, request additional information during evaluation, and negotiate or award directly if only one offeror qualifies. No pricing is requested in the RFQ phase; sealed cost proposals will be submitted only by short-listed offerors. Final fixed price will be determined upon completion of final design. A non-mandatory project information meeting is scheduled for August 5, 2026 at 11:00 a.m. via Microsoft Teams. Questions are due August 13, 2026 at noon.
