About this opportunity
The City of Hollywood, Florida's Public Utilities Department is requesting bids on water treatment plant maintenance services — replacement of packing media in three degasifiers (units 2, 3, and 4) at the Hollywood Water Treatment Plant, 3441 Hollywood Boulevard — with bids due October 14, 2026, at 3:00 p.m., and a non-mandatory pre-bid conference on September 23, 2026, at 9:00 a.m. A local vendor preference allowing Hollywood-based bidders within 5% of the low bid to submit a second bid (if at least 1% lower than the non-local low bid) applies.
The scope includes removal and disposal of existing media, power washing of vessel interiors, removal and replacement of packing support grids, repairs to prevent air and water leakage, replacement of differential pressure gauge systems, vessel disinfection, and resealing of access doors. Work shall be performed one unit at a time to maintain operation of remaining units. The contractor must hold active Florida General Contractor licensure and demonstrate five years of experience with a project manager who has managed a minimum of three similar projects.
Insurance requirements are Commercial General Liability ($1 million each occurrence / $2 million general aggregate), Commercial Automobile Liability ($500,000 combined single limit), Workers' Compensation per state statute, and Pollution Liability ($1 million each occurrence / $2 million general aggregate), with the City named as additional insured. A bid guaranty equal to 5% of the total bid amount (cashier's check, certified check, or bid bond) and Performance and Payment Bonds each equal to 100% of the contract price are required.
The initial contract term is 210 calendar days from award, with the City retaining the right to extend for an additional 120 days if all parties agree and terms remain unchanged. Bid pricing includes mobilization (maximum 5% of contract value) and demobilization (maximum 2%), a City contingency allowance of $86,000, equipment removal and degasifier cleaning for three units, and furnishing and installation of new equipment for three units. Pricing must remain valid for 120 days from solicitation opening unless extended by mutual agreement. Questions are due September 29, 2026, at 5:00 p.m.
