About this opportunity

King William County, Virginia is soliciting sealed bids for the procurement of 15,000 linear feet of 12-inch diameter ductile iron water main pipe through Invitation for Bid (IFB) 23-007. The procurement is specifically for the County's Central Garage Water Main project, with bids due by 2:30 P.M. local time on June 6, 2023, at the County Finance Department located at 180 Horse Landing Rd, King William, VA 23086. Bidders are required to submit two complete copies of their sealed bid, with strict instructions that no faxed bids will be accepted, and all submissions must be clearly marked with the BID number and title. The successful vendor will be responsible for furnishing, storing, and delivering the water main pipe in full loads to a designated jobsite or laydown area within the central garage water service area. Evaluation criteria will focus on identifying the lowest responsive and responsible bidder, with pricing required to remain firm for 60 days after the bid due date. The technical specifications mandate that the pipe must meet AWWA standards and be subject to inspection prior to delivery, with payment structured as 25% upon contract execution and approved shop drawings, and the remaining 75% upon final pipe delivery.

No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly detailed in the bid documents. The estimated budget range for this procurement appears to be between $853,800 and $1,099,950, based on the bid tabulation sheet, with Fortiline submitting the lowest bid. The contract opportunity extends beyond King William County, potentially including jurisdictions such as King and Queen County and Kilmarnock Town. The county is tax-exempt, and all delivery costs must be included in the bid pricing. The procurement does not indicate any existing infrastructure integration requirements or list incumbent vendors. Bidders will be required to complete and sign the Contract and BID form, and the county will award the contract based on the most advantageous bid that meets all technical specifications and procurement requirements. The water main pipe will be used to enhance the county's domestic water distribution system, representing a critical infrastructure improvement project.
