About this opportunity
Jackson County, Missouri is issuing Invitation to Bid (ITB) No. 26-020 for water testing services to support the Parks and Recreation Department through a twelve-month contract with two optional twelve-month renewal extensions. The procurement encompasses two primary service categories: E. coli testing conducted weekly from May through September at five designated locations (Blue Springs Lake, Longview Lake, Lake Jacomo, Prairie Lee Lake, and Kemper Pond/Outdoor Education Center), with an estimated 50 annual tests including retakes, and blue-green algae testing required twice yearly at Kemper Pond/Outdoor Education Center. Water samples will be collected by County personnel and delivered to the contractor, who must provide test results via email to designated County contacts within 24 hours of sample receipt. All work must be performed within the Greater Kansas City Metropolitan Area, encompassing Cass, Clay, Jackson, Lafayette, Platte, and Ray counties in Missouri, and Johnson and Wyandotte counties in Kansas; bidders located outside this region must submit documentation detailing service capability. Qualified bidders must possess appropriate occupational licenses, maintain comprehensive insurance coverage including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, Commercial Automobile Liability of $1,000,000 combined single limit, and Workers Compensation at statutory limits. Written questions must be submitted by 5:00 p.m. CDT on April 28, 2026, through the Jackson County Bonfire Portal, and completed bids are due by 2:00 p.m. CDT on May 5, 2026, with electronic submission required; all bidders must acknowledge receipt of any addenda issued prior to the question deadline.
No specific set-asides for disadvantaged enterprises, minority-owned businesses (MEBs), women-owned businesses (WEBs), or small businesses are mandated; however, bidders may voluntarily disclose such status with supporting certifications. All bidders must comply with Jackson County Ordinance No. 5825 regarding Responsible Bidders, submitting a notarized affidavit confirming no conflicts of interest with county officials, non-debarred status with the General Services Administration, tax compliance, and federal work authorization program compliance including E-Verify enrollment. A Certificate of Compliance from the Jackson County Compliance Review Office must be obtained at least five business days prior to the May 5, 2026 bid deadline and included with the submission, and failure to provide this certification may result in bid rejection. Bidders must also complete a Statement of Contractor's Qualifications detailing business information, completed and current contracts, and customer references. Jackson County estimates annual expenditures of $6,000.00 for these water testing services, with the County reserving the right to split the contract award and add or delete testing locations as necessary. Upon award, successful contractors must provide certificates of insurance within ten business days, completed W-9 forms, evidence of required occupational licenses, and two dedicated email addresses for County communications.
