About this opportunity
The State of Maine, Department of Health and Human Services, Health and Environmental Testing Laboratory is requesting bids on water test kits and supplies under an IFB with quotes due August 24, 2011 at 2:00 p.m. local time.
The State reserves the right to award on a per-item basis or as a group, whichever serves Maine's best interest. In tie-breaking situations, preference is given to in-state bidders or those offering Maine-manufactured commodities or services.
The estimated annual contract value is approximately $55,000 for a one-year initial period, with the option to extend for two additional one-year periods at the Director of Purchases' discretion, provided pricing and terms remain in the State's best interest. Items will be ordered on an as-needed basis, and the contractor must fulfill all quantities ordered by the laboratory regardless of whether actual amounts exceed or fall below the estimated value. All prices must include transportation charges on an F.O.B. destination basis and all trade and quantity discounts. Cash discounts of 20 days or more will be considered in determining the low bidder; shorter discounts will not factor into the award decision. Pricing must remain firm throughout the contract duration.
The State is exempt from federal excise taxes and state sales taxes. Vendors must accept the State of Maine Procurement Card as payment with no surcharges permitted. Contractors are responsible for first-class, timely delivery to the specified destination and must provide annual detailed summaries of purchases. All questions must be submitted through the designated Question and Answer portal on the solicitation details page. Manufacturers must provide current Material Safety Data Sheets for any hazardous chemicals as required by Maine law. The State reserves the right to cancel the contract with thirty days' written notice or immediately for non-compliance.
