About this opportunity

The Town of Purcellville, Virginia is soliciting proposals for comprehensive maintenance services on three potable water storage tanks—a 1,000,000-gallon ground storage tank (constructed 1930), a 200,000-gallon elevated storage tank (constructed 1986), and a newly constructed 500,000-gallon elevated storage tank scheduled for completion by September 2026—with proposals due October 8, 2026 at 10:00 AM EDT and a pre-proposal conference and tour on September 10, 2026 at 10:00 AM EDT.

The scope includes annual interior and exterior inspections, repairs, emergency response, and compliance with AWWA standards D100, D101, and D102, and Virginia Department of Health Waterworks Regulations. Two optional renovation packages are priced separately: full renovation and repainting of the 1,000,000-gallon tank (anticipated 2027) and full repainting of the 200,000-gallon tank (anticipated 2034). No payment is guaranteed for renovation options, which are subject to Town approval, appropriations, and subsequent negotiations.

Offerors must demonstrate minimum five years of experience in similar services (ten or more years preferred), hold proper Virginia licensure and State Corporation Commission registration, submit at least three letters of recommendation from municipal government clients, and provide proof of non-debarment status. Required insurance includes general liability of $1,000,000 per occurrence, workers' compensation per Virginia statutory limits, and automobile liability of $1,000,000 combined single limit.

The base contract term is ten years from full execution, with two optional five-year renewal periods for a maximum total of twenty years. All pricing must be fixed and all-inclusive for the base term. Evaluation criteria weight technical qualifications at 30 percent, key personnel qualifications at 20 percent, cost at 20 percent, methodology and work plan at 10 percent, safety program at 10 percent, and project schedule and capacity at 10 percent. Questions are due September 24, 2026, with responses issued by October 1, 2026.
