About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on behalf of the Maine Department of Transportation (MaineDOT) for 1,750-gallon elliptical leg water tanks with bands under RFQ 17D 231201-0133, with quotations due February 8, 2024.
MaineDOT expects to procure 6 to 10 units during the first year of the resulting Master Agreement Contract. All State of Maine agencies are permitted to utilize the contract for future purchases. Delivery is required to MaineDOT Fleet Services at 66 Industrial Drive, Augusta, Maine, with delivery deemed critical to award consideration. Unit pricing must include Free on Board (FOB) Destination shipping to the State's designated location.
The initial contract period runs March 1, 2024 through February 28, 2026, with two optional extension periods available at the State's discretion: March 1, 2026 through February 29, 2028, and March 1, 2028 through February 28, 2029. Quoted prices must remain firm for a minimum of one year from the initial contract period; any subsequent price adjustment requests require 60 days' advance notice and supporting documentation of actual cost increases from the manufacturer.
Evaluation will be conducted on a best value basis, considering specification conformance, delivery timeline, warranty terms, manufacturer performance data, and parts availability, with award ultimately based on the lowest price among compliant bids. The State reserves the right to reject the lowest bidder if documented poor performance or contract termination occurred within the previous five years.
Bidders must submit comprehensive technical documentation, including manufacturer literature confirming specification compliance, warranty information, tank layout drawings, service facility locations, and certifications addressing noncollusion, specification compliance, and debarment status. Quotations must be submitted electronically through the State of Maine's AdvantageME Vendor Self Service system. The State is exempt from sales taxes and will issue an exemption certificate upon request.
