About this opportunity

The City of Monroe, Oregon is requesting proposals from qualified engineering firms for coordinated design, permitting, and implementation of raw water intake improvements and water system modernization projects, with proposals due October 9, 2026 at 5:00 p.m. PST. This is a qualifications-based procurement under Oregon Revised Statutes 279C.110; cost and pricing are not evaluated initially but will be requested following selection of the highest-ranked proposer for contract negotiation.

The scope encompasses two coordinated projects: raw water intake improvements on the Long Tom River in connection with the U.S. Army Corps of Engineers Portland District Section 1135 Long Tom River Ecosystem Restoration Project, and water system modernization addressing water quality, treatment performance, operational reliability, monitoring, controls, and related infrastructure. The City currently withdraws 350 gallons per minute from the Long Tom River via a pipe-based intake with a perforated screen and 60-horsepower electric pump. The selected consultant must manage all subconsultants, maintain separate task and cost accounting for each project and funding source, and coordinate with City staff, the Engineer of Record, USACE-PD, regulatory agencies, and the Confederated Tribes of Siletz Indians. The initial phase includes project management, existing conditions review, investigations, hydraulic coordination and analysis, alternatives evaluation, and development of preferred alternatives. Advancement into final design, permitting, construction support, and commissioning phases is conditional upon City acceptance of recommended alternatives and confirmation of available funding.

Evaluation criteria (totaling 100 points) are Project Understanding (20 points), Technical Approach (20 points), Relevant Experience (15 points), Project Team and Qualifications (10 points), Communication and Coordination (10 points), Innovation and Value Engineering (10 points), Capacity and Schedule (10 points), and References and Past Performance (5 points). Proposals must not exceed 20 pages, excluding resumes, with minimum 11-point font.

A pre-proposal meeting and site visit is scheduled for September 8, 2026; email confirmation to thomas.fiorelli@monroeoregon.gov is required. Questions are due September 11, 2026. Solicitation protests are due September 14. Interviews are anticipated October 19, 2026, with notice of intent to award October 26 and contract negotiation beginning October 27.
