About this opportunity

The City of Concord is soliciting proposals for a comprehensive water system master plan from qualified consultants under RFQ 2026 Water System Master Plan, with statements of qualifications due September 16, 2026 at 2:00 p.m.

The existing water system comprises approximately 790 miles of water line, 48,000 water services, two water treatment plants rated at 12 MGD each, eight elevated storage tanks totaling 8.75 MG, one 1.0 MG ground water storage tank, and six remote booster pump stations. The City requires a dynamic master plan based on scenario and trigger-based metrics rather than static growth-rate projections. Scope includes hydraulic grade line analysis, fire flow testing, diurnal demand curve development, water model re-calibration, ISO update completion, pressure zone evaluation, future demand calculations, capital improvement plan development, and a comprehensive final report. The plan will identify infrastructure needs over the next 20 years, address future demand from development and population growth, and identify proposed water service to currently unserved areas. The selected firm must complete the master plan within approximately nine months, with a final draft due August 2027.

Consultants must submit one electronic copy (PDF on USB device) and one printed copy (16 pages maximum, single-spaced, double-sided). Selection criteria include firm qualifications, project manager and team qualifications, proposed methodology, ability to meet established timelines, and demonstrated budget control and project management capability. Preference will be given to firms with prior experience on similar trigger-based water master plans for local governments in the Southeast, with references from previous clients required. The selected firm must enter into the City's standard service agreement, comply with equal employment opportunity and drug-free workplace requirements, and ensure all project staff are free of prior or pending felony convictions. Contract approval is anticipated by November 2026 following City Council authorization. The contract is governed by North Carolina law with disputes resolved in the General Court of Justice in Cabarrus County.

Opportunity text

The City of Concord is soliciting proposals from qualified consultants to provide a water master plan that will be utilized by the Citys Water Resources Department staff in future years as a planning tool for improving the existing water system. The existing water system is composed of approximately 790 miles of water line and 48,000 water services, two water treatment plant facilities rated at 12 MGD each, eight elevated water storage tanks totaling 8.75 MG, one 1.0 MG ground water storage tank, and six remote water booster pump stations. This particular water master plan will be used by the City for operation and maintenance purposes, and capital project planning. The plan will include a comprehensive study of the Citys existing water system and should ultimately plan where additional water infrastructure is needed in order to meet projected demand increases within the system itself as a result of future development and population growth. The City desires a dynamic master plan that is based on scenarios and trigger-based metrics, rather than a static master plan that is based on growth rates tied to projected growth rates. In addition, the plan will include identifying proposed water service to areas currently unserved.
