About this opportunity
Notla Water Authority in Georgia is soliciting sealed bids for water system improvements consisting of approximately 2,400 linear feet of 6-inch water line with meter vault and one above-ground water booster pump station, with proposals due June 18, 2026 at 2:00 p.m. local time at City Hall in Blairsville. The project is partially federally funded through the State and Local Fiscal Recovery Fund Water Sewer Infrastructure Grants under the American Rescue Plan Act of 2021 and is subject to SRF and American Iron and Steel Special Conditions requirements.
Bidders must hold a State of Georgia Utility Contractor License and employ a state-certified Utility Manager to oversee all work — eligibility requirements that filter the bidder pool. This is a Section 3 Covered Project under the HUD Act of 1968, and Section 3 Residents and Business Concerns are encouraged to apply.
Construction schedule allows 90 consecutive calendar days for substantial completion and 120 days for final completion, with all work required by October 31, 2026. Contractors must be ready to execute the contract and commence work upon issuance of the Notice to Proceed. Plans and specifications are available through Turnipseed Engineers at https://turnipseed.com/current-projects/out-for-bid/ and at their Atlanta office.
Each bid must be accompanied by a Bid Bond in the amount of at least 105% of the lump sum bid. Performance and Payment Bonds are required at 100% of the contract amount within 10 days of award notification. The Owner reserves the right to reject any or all bids and to waive informalities. The project is funded in part by CDBG #15p-x-032-2-5758.
