About this opportunity

Nesquehoning Borough Water Authority is requesting sealed bids for water system improvements — installation of new valves, replacement of fire hydrants, and valve replacement at various locations throughout Nesquehoning Borough — with bids due July 3, 2026 at 3:00 p.m. via PennBid. The Pennsylvania Prevailing Wage Act and Pennsylvania Public Works Employment Verification Act (Act 141 of 2022) apply to this contract.

The scope encompasses furnishing and installation of 4-inch and 6-inch gate valves, 8-inch DIP gate valves, fire hydrant assemblies, pipe tees, concrete valve box removal, and trench and pavement restoration at multiple locations including Park Avenue, 4th Street, 5th Street, Industrial Road, and State Route 54. Bidders must propose lump sum or unit prices across 15 line items. The design was prepared by Arro Consulting, Inc., with eight sheets of plans and detailed construction details available in the bid set.

Substantial completion is required within 90 calendar days of contract commencement, with final completion within 120 calendar days. Liquidated damages are $500 per calendar day for missed deadlines. The authority will award to the lowest responsible and responsive bidder and reserves the right to reject all bids or delete any line items.

Bid security equal to at least 10 percent of the total bid price — in the form of a certified check, bank draft, or bid bond issued by a Pennsylvania-licensed surety company — is required. The successful bidder must furnish separate performance and payment bonds, each for 100 percent of the contract price, proof of insurance, and demonstrate a minimum of five years of documented experience in water system work. Retainage is held at 10 percent until work reaches 50 percent completion, then reduced to 5 percent. All bid documents and forms are available at https://pennbid.bonfirehub.com beginning June 22, 2026. A pre-bid meeting and site visit are recommended but not mandatory.
