About this opportunity

The City of Dawson, Georgia is seeking sealed bids for a Water System Improvements Contract C focused on fire hydrant and valve installation within Upson County. The project involves replacing approximately 27 fire hydrants with associated isolation valves, hydrant leads, fittings, and connections to existing water mains, as well as installing three meter vaults complete with valves, piping, and fittings. Bidders must submit proposals by December 10, 2025, at 2:00 PM to Dawson City Hall, with bids to be publicly opened and read aloud at that time. The contract will be awarded as a single contract with a 240-consecutive-calendar-day completion timeline. Contractors must hold a valid Georgia State Utility Contractor license and employ a certified Utility Manager. Digital specifications and contract documents are available through Quest with project number 9945932, with documents viewable for free or downloadable for a $150 fee. Bidders are required to submit a bid bond or certified cashier's check equal to at least 10% of the base bid.

The procurement is partially funded by GEFA SRF monies, which mandates compliance with specific federal requirements, including 41 CFR 60-4 affirmative action standards and the American Iron & Steel (AIS) Act. All materials used in construction must comply with AIS regulations, and bidders must ensure equal opportunity for females and minorities. Contractors and subcontractors must submit an E-Verify compliance affidavit as per O.C.G.A. 13-10-91. The surety company providing performance and payment bonds (each at 100% of contract price) must be Georgia-licensed with an "A" minimum rating and financial strength at least five times the contract price. While a specific budget range is not disclosed, the comprehensive infrastructure improvements suggest a substantial investment in water system infrastructure. The City of Dawson reserves the right to reject any or all bids and may disqualify bidders deemed to have uncertain financial capabilities.
