About this opportunity
The Suffolk County Water Authority is seeking bids for a comprehensive water system expansion project in Calverton and Manorville, which encompasses three distinct construction projects: Project I involves general construction of new water mains and appurtenances through open cut methods, Project II focuses on water main installation using directional boring technology, and Project III centers on installing new water service taps and meter assemblies. A mandatory pre-bid conference is scheduled for October 30, 2024, at 10:00 a.m. at the Authority's Purchasing Department in Oakdale, NY, and attendance is required for bid consideration, with potential exceptions for extraordinary circumstances. Bids must be submitted electronically through www.BidNetDirect.com/new-york by November 14, 2024, at 11:00 a.m., at which time they will be publicly opened and read aloud. Bidders must comply with New York Labor Law Section 816-b regarding apprenticeship agreements and provide evidence of such agreements for both contractors and subcontractors. The project anticipates potential grant funding through the NYS Environmental Facilities Corporation and may be partially funded by a Federal EPA assistance agreement.
The contract opportunity encourages participation from Disadvantaged Business Enterprises and is subject to multiple federal and state regulations, including the Davis-Bacon Act, EPA's Disadvantaged Business Enterprise program, Build America, Buy America Act, and American Iron and Steel Act. Contractors must not discriminate based on race, color, national origin, or sex, and must comply with 40 CFR part 33 requirements in contract administration. There is no service-disabled veteran-owned business set-aside for this procurement. While no specific budget range is explicitly stated, the project involves multiple infrastructure construction phases across Suffolk County. Bidders must demonstrate compliance with complex regulatory requirements, including specific documentation of apprenticeship agreements, federal grant compliance, and non-discrimination standards. Failure to meet these requirements could result in bid disqualification or contract termination. The project covers various locations within Suffolk County and requires comprehensive understanding of water infrastructure development and municipal contracting protocols.
