The Pennsylvania Department of Transportation (PennDOT), Engineering District 2-3, is soliciting bids for a comprehensive maintenance and operational contract for water supply and wastewater treatment systems at Safety Rest Area Sites 33 and 34 along I-80 in Clinton County. The procurement requires a qualified contractor to provide complete maintenance and operational services, including routine monitoring, testing, reporting, and compliance with federal, state, and local regulations. Prospective bidders must submit electronic bids through the Commonwealth's SRM Supplier Portal by September 24, 2025, with a public bid opening scheduled virtually via Microsoft Teams at 1:00 PM Eastern Standard Time. The initial contract term is one year, with potential for two additional two-year renewals, subject to a maximum 3% rate increase per renewal period. Contractors must have certified operators capable of conducting regular sampling, analysis, maintaining detailed logs, and immediately responding to any water quality violations. Potential bidders are required to contact PennDOT to schedule site visits and review permit parameters prior to the bid opening.

This procurement is designated as a Small Business Procurement, exclusively available to DGS-certified small businesses. The anticipated contract start date is November 1, 2025, with PennDOT providing all necessary equipment and materials for the water treatment systems. The contractor will be responsible for comprehensive operational services, including immediate notification and corrective actions in case of contamination or regulatory non-compliance. While specific budget ranges are not explicitly detailed, the contract includes provisions for potential three-month extensions to prevent service interruptions. The solicitation emphasizes strict compliance with water quality monitoring and discharge reporting requirements, with specific protocols for addressing potential violations. Interested small businesses must demonstrate technical capabilities in water and wastewater system management, certified operator credentials, and the ability to maintain rigorous documentation and reporting standards.
