About this opportunity

The City of Arcade, Georgia is seeking sealed bids for the Water Reclamation Facility 2026 Phase I Effluent Force Main project, located in Jasper County. The procurement involves constructing approximately 19,000 linear feet of 10-inch PVC effluent force main and related appurtenances. Bidders must be licensed as a Georgia "Utility Contractor" with a "Utility Manager" certification holder and must submit a Bid Bond or certified cashier's check for 5% of the bid amount. A mandatory pre-bid conference and site visit are scheduled for October 30, 2025, at 10:00 AM at City Hall, immediately followed by a site visit at the project gate on Holiday Cemetery Road. Sealed bids will be received until November 20, 2025, at 10:00 AM at Arcade City Hall, with bid documents available from the City of Arcade or PeoplesQuigley | DCCM for a non-refundable fee of $200.00. All questions must be submitted in writing via email to Nick Zimmer by November 7, 2025. The City reserves the right to delay contract award for up to 60 days and to reject any or all bids.

The procurement includes specific compliance requirements such as adherence to Equal Employment Opportunity regulations, the Copeland Anti-Kickback Act, and the Georgia Security and Immigration Compliance Act. Successful bidders will be required to provide Performance and Payment Bonds, each equal to 100% of the contract amount. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, bidders must meet the state's utility contracting requirements. The procurement does not indicate any incumbent vendors or specific integration requirements with existing infrastructure. Although a precise budget range is not specified in the documentation, the project's scope of nearly 19,000 linear feet of force main suggests a significant municipal infrastructure investment. Bidders will need to demonstrate technical capability, financial stability, and compliance with local and state regulatory requirements to be considered for the project.
