About this opportunity

The State of Florida, through the Department of Environmental Protection, is soliciting Responses from qualified vendors to provide Water Quality Treatment Services to Combat Harmful Algal Blooms within Lake Okeechobee. The services may include containment, extraction, sequestration, treatment, elimination, transportation, and disposal of nutrients from the sediment and/or water column of the lake. The contract term is for three years, with an option to renew for an additional three years. Respondents must submit their Responses by December 10, 2023, and the Department anticipates making an award on or about January 22, 2024. The Department requires respondents to comply with the specific technical and pricing requirements outlined in the Request for Proposals (RFP) and the attached documents, including a draft contract, addendum, and rate schedule form. The Department will evaluate proposals based on the total price, which must include all verification monitoring requirements, and may make multiple awards of up to three contracts.

The solicitation is open to qualified vendors, with no set-asides or restrictions on the types of organizations that can respond. The Department encourages participation from minority, veteran, and woman-owned businesses. The solicitation does not provide an estimate of the award value or budget range, but the 2023-24 General Appropriations Act appropriated $20 million to support these efforts. The Department will provide oversight, monitoring, and verification of the nutrient extraction work, and payment terms will be based on successful completion of project deliverables.
