About this opportunity
The state and local contract opportunity is a procurement for Water Pollution Control Plant Improvements in Columbia County, Georgia, specifically involving the construction of a comprehensive wastewater treatment facility upgrade. The project entails furnishing all necessary labor, materials, and equipment to construct a 1.0 MGD package wastewater treatment vessel with extensive infrastructure components, including an influent pumping station, headworks and screening, support structure, blower system, grading, base and pavement, water mains, gravity sewer mains, ultraviolet disinfection system, flow meter, electrical systems, and a standby power unit. The procurement is structured as a single contract with a 540 consecutive calendar day construction schedule, with sealed bids due on September 23, 2025, at 2:00 PM. A mandatory pre-bid conference is scheduled for September 10, 2025, at 11:00 AM, and bidders are required to have a licensed Utility Contractor status. Evaluation criteria appear to include submission of a $300 non-refundable bidding document fee, a Bid Bond or certified cashier's check for 10% of the bid amount, and potential prequalification documentation demonstrating financial capacity, bonding capabilities, and previous project experience.
The contract opportunity is funded through multiple grants, including the Georgia Environmental Finance Authority (GEFA), American Rescue Plan Act (ARPA), and State & Local Fiscal Recovery Funds. Bidders must comply with the Georgia Security and Immigration Compliance Act and participate in the E-Verify program. While specific set-aside designations are not explicitly detailed, the procurement suggests a competitive bidding process open to qualified utility contractors. The owner reserves the right to reject any or all bids and waive informalities, indicating flexibility in the procurement process. Although a precise budget range is not specified, the comprehensive nature of the infrastructure improvements and the multiple funding sources suggest a significant investment in municipal water pollution control infrastructure. The project represents a substantial upgrade to Columbia County's wastewater treatment capabilities, with potential long-term implications for regional environmental management and municipal infrastructure development.
