About this opportunity

The City of Conroe, Texas is requesting competitive sealed proposals for the design and construction of Water Plant No. 36, a $13 million water infrastructure project with proposals due October 15, 2026 at 1:00 p.m. through the OpenGov Procurement Portal. A non-mandatory pre-bid conference is scheduled for October 8, 2026 at 11:00 a.m. at 700 Metcalf Street, Conroe, with in-person and Microsoft Teams options.

The scope encompasses construction of a 2,000-gallon-per-minute Jasper well, two 750,000-gallon prestressed concrete ground storage tanks (65-foot diameter), a booster station with three booster pumps, a precast concrete motor control center building with chemical rooms and overhead crane, a 15,000-gallon hydro-pneumatic tank, a 1,250-kilowatt standby generator, SCADA system, electrical components, and site improvements including fencing, yard piping, site grading, driveway and yard paving, reinforced concrete box culverts for stream crossing, and site restoration across an approximately 2-acre facility. The geotechnical evaluation specifies subgrade improvement consisting of 7-foot-thick engineered fill beneath the ground storage tanks and 5-foot-thick fill beneath the motor control center building and generator pad to address expansive soils and potential vertical rise.

Prevailing wage rates per Texas Government Code Chapter 2258 apply. The contractor must commence work within fifteen days of the Notice to Proceed, achieve substantial completion within a timeframe specified by the bidder, and complete all work within thirty calendar days thereafter. Liquidated damages are set at $1,000 per calendar day for failure to achieve substantial completion by the agreed date.

Award will be made on best-value basis using weighted criteria: proposed price (40 points), quality of goods or services (20 points), reputation and past relationship with the City (10 points), time for completion and project scheduling (10 points), ability and qualifications of professional personnel (10 points), financial capability (5 points), and safety record based on Experience Modification Rate (5 points).

Bid security of 10 percent of bid amount is required. The successful proposer must furnish performance and payment bonds each in the amount of 100 percent of the contract price from a Texas-authorized surety. Payment is lump-sum with monthly progress payments if contract price exceeds $25,000, with 5 percent retainage held until final completion. Written questions are due seventy-two hours before the bid due date through the OpenGov portal.
