About this opportunity
The Winston-Salem/Forsyth County Utilities Department is requesting bids for removal and replacement of large water meters with Master Meter Octave Ultrasonic Meters at designated locations under a five-year contract, with sealed proposals due October 28, 2026 at 2:00 p.m. and a mandatory pre-bid conference on October 16, 2026 at 10:00 a.m.
The scope encompasses approximately 182 large meter changeouts across five size categories: 57 three-inch, 30 four-inch, 73 six-inch, 20 eight-inch, and 2 ten-inch meters. The contractor must furnish all labor, supervision, equipment, tools, materials, transportation, and incidental services; perform installation at designated locations; coordinate with the City to minimize water service disruption; dispose of removed meters; and restore sites. Construction must be completed within 60 days of Notice to Proceed. Liquidated damages are assessed at $250 per day for delays.
Bidders must be licensed under North Carolina General Statutes Chapter 87 and perform a minimum of 10 percent of work with their own forces. For contracts exceeding $300,000, performance and payment bonds equal to 100 percent of the contract amount are required. Comprehensive insurance is mandatory: Workers' Compensation, Commercial General Liability with $1,000,000 per occurrence and $3,000,000 annual aggregate limits, and Automobile Liability with $1,000,000 combined single limits. The City must be named as an additional insured. All work must comply with OSHA safety requirements and North Carolina sales tax provisions.
The initial contract period runs from award through October 30, 2027, with unit prices firm during this period. The contract is renewable for four additional 12-month periods through October 30, 2031; unit prices in renewal periods are subject to adjustment based on the Producer Price Index. Compensation is based on a unit price basis for each meter size and actual quantities completed and accepted. Questions are due October 19, 2026 at 3:00 p.m. Proposals must be submitted electronically as a single PDF to bids@cityofws.org.
