About this opportunity
The Maryland Environmental Service is requesting competitive sealed bids for a water main upgrade and extension at Janes Island State Park in Somerset County under an IFB, with bids due August 10, 2026 at 1:00 p.m. via the MES Procurement Portal (Bonfire) and a mandatory pre-bid conference on July 15, 2026 at 11:00 a.m. via Microsoft Teams. An MBE subcontract participation goal of 13 percent of the total bid amount is established; bidders must complete and submit the Certified MBE Utilization and Fair Solicitation Affidavit with their bids or risk rejection as non-responsive.
The scope includes replacement of approximately 2,000 linear feet of existing 2-inch diameter water line with 4-inch diameter water line, with invert depths expected to be less than 4 feet below grade. Work encompasses trench excavation, backfill and compaction, high-density polyethylene pipe installation, water main appurtenances, concrete work, electrical systems, and site restoration. The contract period is 365 consecutive calendar days from Notice to Proceed.
When the base bid exceeds $100,000, bidders must furnish bid security of not less than 5 percent of the base bid. The successful bidder must provide performance and payment bonds, each in 100 percent of the contract value. Prevailing wage rates apply when the base bid exceeds $250,000. Liquidated damages are assessed at $1,839.00 per calendar day for failure to complete work on schedule, plus additional daily penalties for MBE compliance failures: $25.23 per day for late monthly MBE payment reports and $91.95 per day for failure to promptly pay undisputed MBE subcontractor amounts.
A site visit is scheduled for July 16, 2026 at 12:00 p.m. at Park Headquarters, 26280 Alfred J Lawson Drive, Crisfield, Maryland 21817. Questions are due July 27, 2026 at 1:00 p.m. Bid prices must remain irrevocable for 90 days following bid opening. The successful bidder must execute the contract and submit all required MBE documentation within 10 business days of receiving the Notice of Intent to Award.
