1. Project Overview The project consists of furnishing all labor, materials, equipment, and services necessary to install three groundwater monitoring wells within the boundaries of Watkins Glen State Park for water-level and quality monitoring purposes. The wells will support a multi-year groundwater monitoring program led by the United States Geological Survey (USGS). The exact well locations within the park boundary are to be located within the zones identified in Attachment A. OPRHP recommends a site visit to fully understand the current terrain and access constraints, which will determine suitable drilling equipment. The contractor shall complete the installation in accordance with: · USGS groundwater monitoring well specifications (provided) · Applicable state environmental regulations · Best practices for hydrogeological drilling and monitoring well construction · State Park environmental protection requirements The contractor will not install water quality monitoring instruments; USGS personnel will install them after the well is completed. 2. Contractor Responsibilities The contractor shall provide: · Qualified drilling contractor and qualified personnel · All drilling rigs and specialized equipment required for environmental well installation · Materials for monitoring wells (casing, screen, filter pack, grout, protective casings, locking caps, etc.) · Site access coordination · Temporary erosion and sediment control measures · Well development and documentation · Soil samples and complete log of borehole, including sediment types encountered, soil moisture, and completion information · Restoration of disturbed areas 3. Pre-Construction Activities 3.1 Project Coordination The contractor shall coordinate with: · United States Geological Survey project staff · NYS Parks management staff · NYS Department of Environmental Conservation (if required) Coordination activities include: · Pre-construction meeting · Final confirmation of well locations · Site access planning · Environmental protection measures 3.2 Site Investigation and Layout The contractor shall: · Review the project map and site conditions · Conduct a site walk with USGS and NYS Parks representatives · Stake the final well locations as directed by USGS and OPRHP staff · Confirm that drilling locations avoid: o Park utilities o Sensitive habitats Utility clearance shall be performed through consultation with NYS Parks management staff DigSafeNY. 3.3 Permitting The contractor shall obtain any necessary permits required for: · drilling activities in NYS temporary access to NYS Park lands All work must comply with state groundwater well regulations. 4. Access and Site Preparation 4.1 Site Access Because the work occurs inside a state park, the contractor must minimize environmental disturbance. Work may require: · low-impact drilling rigs · matting or temporary access surfaces · hand-clearing of small vegetation No tree or shrub removal where d.b.h. > 3" shall occur without written approval. 4.2 Erosion and Sediment Control The contractor shall install appropriate erosion and sediment control (ESC) measures, which may include: · silt fencing · stabilized entrances · erosion control matting · temporary drainage diversion · temporary safety fencing to keep the public away from the drilling rig and associated equipment ESC measures must comply with state stormwater management standards and remain in place until final site restoration. 5. Monitoring Well Installation 5.1 Drilling Method The contractor shall use an environmentally appropriate drilling method, such as hollow-stem auguring. The final method must meet USGS monitoring well installation standards. The contractor must decontaminate all drilling equipment between wells to prevent cross-contamination. 5.2 Borehole Construction The contractor shall drill a dual completion well with two separated zones (overburden zone and bedrock zone). Within the bedrock zone, there will be an additional 5 ft into rock, with a screened interval at the base of the glacial sediment interval. Required well depths are currently estimated at around 65 feet within Zone A and in the range of 35 to 70 feet within Zone B, depending on final placement. Please see attachment A for zone locations. During drilling, the contractor shall: · Maintain borehole stability · Log soil and geologic conditions · Collect soil samples if requested by USGS · Document groundwater encounter depths 5.3 Well Construction Each monitoring well shall include: · Schedule 40 PVC casing or other USGS-approved casing material · Factory slotted well screen · Filter pack (clean silica sand), extending at least 2 ft above the well screen · Bentonite seal · Cement of bentonite grout seal to the ground surface Typical components: · 6-inch diameter well casing · Screen length TBD based on depth to top of bedrock (anticipated depths of 40-60 ft) · Screen slot size based on formation grain size Final design to be confirmed by contractor with USGS and OPRHP. 5.4 Surface Completion Each well shall be completed with: · Protective steel casing · Locking well cap (USGS will provide locks) · Flush-mounted or stick-up well completion, depending on park conditions · Concrete pad around well casing · Protective bollards if necessary Surface completion must protect the well from: · Vandalism · Wildlife · Surface runoff infiltration 6.
