About this opportunity

The Fort Valley Utility Commission (FVUC) is soliciting sealed proposals for a comprehensive water infrastructure improvement project in Peach County, Georgia, through Request for Proposal (RFP) #32172.0001-Contract A. The specific procurement focuses on constructing a new 750,000-gallon elevated water storage tank located along GA Hwy 49/Peach Parkway within a proposed water treatment compound. The project's scope encompasses extensive infrastructure development, including permitting, site clearing, grassing, earthwork, grading, erosion control, constructing a gravel access driveway, installing piping, fittings, valves, electrical components, SCADA systems, and associated appurtenances. Interested bidders must obtain project specifications from Thomas & Hutton Engineering Co. for a non-refundable fee of $200.00, with sealed proposals due by 10:00 AM on May 1, 2025. A pre-bid meeting is scheduled for April 15, 2025, via MS TEAMS and at the FVUC meeting room, with the final deadline for written questions set at April 24, 2025, at 10:00 AM.

The project is federally and state funded through multiple sources, including Water and Sewer Infrastructure State Fiscal Recovery Funds (SFRF) under the American Rescue Plan Act of 2021 and the Drinking Water State Revolving Fund (DWSRF). Bidders must submit a bid bond or certified cashier's check for 5% of the base bid and comply with various federal requirements, including Executive Orders prohibiting discrimination, the Civil Rights Act, Davis-Bacon Act, and Buy America provisions. Specifically, the project mandates the use of American-made iron and steel products and requires adherence to Georgia's utility contractor licensing regulations. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, contractors must meet strict federal compliance standards. The project represents a significant infrastructure investment, though the exact budget range is not specified in the provided documentation. Bidders should be prepared to demonstrate technical expertise in water infrastructure construction, electrical systems integration, and compliance with complex federal and state regulatory requirements.
