About this opportunity

The City of Dallas Department of Facilities and Real Estate Management is soliciting bids for a three-year Indefinite Delivery/Indefinite Quantity (ID/IQ) service price agreement for water extraction, drying, smoke and soot removal, and odor elimination services across various city facilities. The procurement is specifically targeting qualified suppliers who can provide routine and emergency water damage restoration services. Bidders must demonstrate a minimum of three years of experience in water extraction and two years in smoke, soot, and odor removal, with at least five equipped service trucks and adequate staffing to respond to multiple locations simultaneously. The bid requires compliance with the city's wage floor of $23.06 per hour and includes provisions for an economic price adjustment after the first year of the contract. The solicitation, identified as BL26-00029145, was posted on November 13, 2025, with bid responses due by December 12, 2025. Evaluation will focus on selecting the lowest responsive and responsible bidder, with the city reserving the right to reject any or all submissions.

While no specific set-aside designations were explicitly highlighted, the procurement documents include a Team Make-Up and Local Workforce Form that allows contractors to voluntarily report workforce demographics and subcontractor participation. The form indicates that unless the project involves federal Disadvantaged Business Enterprise (DBE) or state Historically Underutilized Business (HUB) requirements, the workforce information will not be used in evaluation criteria. Contractors must provide comprehensive insurance coverage, including Workers' Compensation, Business Automobile Liability, and Commercial General Liability, with specific minimum coverage limits. The contract includes provisions for naming the City of Dallas as an additional insured and maintaining specific insurance endorsements. While a specific contract value was not detailed, the comprehensive insurance and workforce requirements suggest this is a substantial municipal service contract with potential for significant ongoing work across Dallas County facilities.
