About this opportunity

The City of Greenfield Department of Public Works is requesting sealed proposals for water and wastewater treatment chemicals under Contract DPW 26-09, with bids due June 22, 2026 at 2:00 p.m.

The scope covers seven chemical product categories: sodium hypochlorite delivered by tanker (125,100 to 208,500 lbs annually) and in 50-gallon drums (300 to 600 gallons annually); sodium bisulfite (8,880 to 11,100 lbs annually); gaseous chlorine in 150-pound cylinders (25 to 30 cylinders annually); zinc-orthophosphate in 55-gallon drums (15 to 25 drums annually); sodium hydroxide solution in 25% and 50% strengths (9,000 to 11,000 gallons and 2,000 to 7,000 gallons respectively); and Clarifloc NE-2671 polymer in 275-gallon totes (1 to 3 totes annually). All chemicals must meet the latest American Water Works Association and NSF Standard 60 specifications. Bidders may submit prices for any single product or group of products. Vendors must provide Material Safety Data Sheets, certificates of analysis, product trade names and manufacturing locations, and supplier information.

Quoted prices must be expressed in the exact units specified — cost per wet pound for sodium hypochlorite and sodium bisulfite, cost per cylinder for gaseous chlorine, cost per gallon for zinc-orthophosphate and sodium hydroxide solution, and cost per 275-gallon tote for the polymer product. All prices must include delivery costs, off-loading charges, DOT hazmat permitting fees, and fuel surcharges, with no additional surcharges permitted during the contract period. The City is exempt from federal excise taxes, federal transportation tax, and Massachusetts sales tax.

The contract term runs from July 1, 2026 through June 30, 2027, with all prices held firm throughout this period. Deliveries must be scheduled weekdays between 7:00 a.m. and 1:00 p.m. at multiple City facilities including the Water Pollution Control Plant, Millbrook Wellfield, and Oak Hill Filter Plant. The City will award the contract within seven working days of bid opening. The successful bidder must execute the contract within fifteen days of acceptance. Bid documents are available electronically as of June 8, 2026 at 10:00 a.m.
