About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Military Affairs, is soliciting bids under RFB 758 2700000186 for water and wastewater operations, maintenance, monitoring, and compliance services at Bluegrass Station in Lexington, Fayette County. Written questions are due November 4, 2026, and responses are due November 16, 2026 at 1:30 p.m. No set-aside is identified. Vendors must comply with Kentucky residency preference provisions.

Scope covers operation and maintenance of a DAVCO-Defiance Advanced Wastewater Treatment Plant rated at 100,000 gallons per day, plus wastewater collection, stormwater, and drinking water distribution systems serving approximately 2,800 personnel across 78 service connections. Facilities include eight wastewater lift stations, two permitted outfalls, 16 miles of sewer collection line, eight miles of force main, and 21 miles of stormwater line. Required services include laboratory testing, residuals handling and disposal, corrective maintenance, electrical and instrumentation and controls labor, 24-hour emergency response with one- to two-hour response times depending on failure type, and water meter testing for 5/8-inch to 3-inch meters. A minimum of one on-site wastewater operator must hold current Kentucky Class II Wastewater Operator and Class II Collection System Operator certifications. Electrical work must meet applicable electrical codes, OSHA requirements, and Commonwealth requirements. Subcontracting is authorized for laboratory, residuals, corrective maintenance, electrical, instrumentation and controls, and meter testing services.

The initial term is one year from award, with four optional two-year renewals. Award is Group All, so vendors must bid every line item. Operations and compliance services are priced at a fixed monthly rate (CLIN 0001). Laboratory testing and materials and replacement parts are reimbursed at documented actual cost with no markup, consistent with Kentucky Revised Statute 45A.125, which prohibits cost-plus contracts. Residuals handling is priced per load, labor and emergency response at hourly rates, and meter testing per meter by size. Corrective maintenance or materials exceeding $1,000 require prior written approval, except in emergencies involving public health, safety, environmental contamination, or permit violations. Price increases are prohibited during the first 12 months.

Award is best value: Price (90 points) and Experience (10 points). The lowest bidder receives maximum price points, and experience points scale with years in business above the three-year minimum. Bidders should enter their years of experience as a comment in the response. Required insurance is commercial general liability of $1 million per occurrence and $2 million aggregate, plus automobile liability if applicable. Pricing must remain valid for 60 days after the bid due date. Questions go to Stephanie Durr at 502-564-6521.
