About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for water and wastewater operations, maintenance, monitoring, and compliance services at Bluegrass Station in Lexington on behalf of the Kentucky Department of Military Affairs, with bids due September 25, 2026 at 1:30 p.m. ET and written questions due September 15, 2026.

The contractor must manage a wastewater treatment facility with a maximum capacity of 100,000 gallons per day (historical average 20,000 gallons per day), eight lift stations, 16 miles of sewer collection line, 8 miles of force main sewer line, 21 miles of stormwater collection line, and drinking water distribution serving approximately 2,800 personnel across 78 service connections. Required services span operations, maintenance, inspection, monitoring, compliance reporting, laboratory coordination, emergency response, and repairs. The contractor must provide one on-site wastewater operator (minimum five days per week) holding Kentucky Class II certification, administrative support during business hours, and 24-hour emergency response with one- to two-hour response times depending on incident type. All electrical work must comply with applicable electrical codes and OSHA requirements. No corrective maintenance or material expenses exceeding $1,000 may be incurred without prior written approval except in emergencies involving public health, safety, environmental contamination, permit violations, or significant property damage.

The initial contract term is one year from award with four optional two-year renewal periods. The contractor must be registered in the Commonwealth's Vendor Self Service System and submit bids electronically through the eProcurement system. All personnel must pass security clearance requirements and receive government-issued photo identification for Bluegrass Station, a sensitive military installation.

Award uses best value scoring: 90 points for price (lowest bidder receives maximum points) and 10 points for experience (minimum three years required, with points awarded for experience up to 20 years maximum). The Commonwealth reserves reciprocal preferences for Kentucky resident bidders and qualified bidder preferences as defined by statute. Pricing is structured across multiple contract line items, including monthly fixed price for operations and compliance services, reimbursable laboratory testing and replacement parts at cost without markup per Kentucky Revised Statutes 45A.125, per-load residuals handling, and hourly rates for corrective maintenance, electrical services, instrumentation and controls, and emergency response. Water meter testing is priced per meter by size category. Subcontracting is authorized for laboratory services, residuals handling, corrective maintenance, electrical services, instrumentation and controls, and water meter testing.
