About this opportunity
The Loysville Village Municipal Authority is seeking bids for a comprehensive Wastewater Treatment Plant Upgrades project located in Pennsylvania, which is structured across three distinct contract packages: Contract No. 2023-01 for General/Process Mechanical work, Contract No. 2023-02 for HVAC/Plumbing, and Contract No. 2023-03 for Electrical/SCADA systems. Electronic bids will be received through the PennBid program until 3:00 p.m. local time on Tuesday, October 28, 2025, with a pre-bid conference scheduled for Thursday, October 9, 2025, at 10:00 a.m. at the Loysville Community Club. The project requires prime contractors to demonstrate technical capabilities in municipal infrastructure upgrades, with specific focus on wastewater treatment facility improvements. Bidders must comply with Davis Bacon Act federal wage rate requirements and provide comprehensive documentation of their technical and operational qualifications. Evaluation criteria will likely include technical expertise, project understanding, proposed methodology, and cost effectiveness. Bidding documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com), and interested contractors must carefully review all submission guidelines detailed in the Instructions to Bidders.
The procurement explicitly encourages participation from Disadvantaged Business Enterprises (DBEs) in accordance with Pennsylvania Department of Environmental Protection (PADEP) guidelines, with specific provisions requiring prime contractors to solicit DBE involvement. The project is expected to be jointly funded by the United States Department of Agriculture's Rural Utilities Service (RUS) and the Pennsylvania Infrastructure Investment Authority (PENNVEST), which may influence participation requirements and evaluation processes. While specific budget ranges are not explicitly detailed, infrastructure upgrades of this nature typically represent significant municipal investments, potentially ranging from several hundred thousand to multiple million dollars. The multi-contract approach suggests a complex project with potential opportunities for different sized firms to participate across the three contract packages. Bid results will be publicly noticed via PennBid after the opening, with the understanding that initial results are preliminary and subject to further administrative review before final contract award.
