The scope covers rehabilitation of WWTP and lift station facilities, including replacement of lift station electrical systems, RAS/WAS control panels and flow meters, splitter overflow improvements, staged weirs, automatic fine screen wash improvements, decant draw-off pipe winch assemblies, and non-potable piping and hydrants. Bidders must submit current financial statements, equipment lists, proof of worker's compensation and liability insurance, and documentation of prior experience on three similar projects within Montgomery County. A two percent bid security (Certified Check, Cashier's Check, or Bid Bond) payable to the Owner is required at bid opening. The successful contractor must furnish Performance and Payment Bonds, each at one hundred percent of the total contract price, within seven calendar days of notification that contract documents are available for pickup. Surety companies must be authorized to do business in Texas with at least an "A" rating from Best's Key Rating Guide or be eligible for the SBA's Surety Bond Guarantee Program.

The project qualifies for tax-exempt status; the Owner will provide Texas Sales and Use Tax Exemption Certificates, and contractors must exclude sales taxes from unit prices. The Owner reserves the right to award the contract within ninety calendar days from bid opening. Ten percent of partial payments will be retained until final project approval by the Engineer.
