About this opportunity

The City of Conroe is requesting qualifications from professional consulting firms to conduct a comprehensive evaluation of the Southwest Wastewater Treatment Plant located at 2400 Sgt. Ed Holcomb Blvd South, with responses due September 10, 2026, at 1:00 p.m. This is a qualifications-based selection (RFQ), not a price-based procurement.

The scope encompasses evaluation of the existing facility's condition, capacity, hydraulic limitations, and treatment performance; identification of process intensification and operational improvement opportunities; assessment of capacity expansion measures; and determination of regulatory compliance enhancements. The plant currently operates with conventional chlorine disinfection and processes an average daily flow of 6.73 MGD as of July 31, 2026. The City will provide historical operational and performance data to the selected consultant. The anticipated project duration is approximately nine months from Notice to Proceed.

Evaluation is weighted as follows: Firm's Experience and Qualifications (35 percent), Project Team and Key Personnel (20 percent), Project Approach and Methodology (20 percent), and References and Past Performance (25 percent). Qualifications statements must not exceed 40 pages, excluding resumes and attachments.

Respondents must submit a Certificate of Insurance, W-9 Form, Form 1295, SAM.gov status verification, Conflict of Interest Questionnaire, and Acknowledgement of Terms and Conditions. The City requires Workers' Compensation as required by Texas law, $1 million combined single limit for Public Liability, and $1 million combined single limit for Automobile Liability. Performance and Payment Bonds equal to the contract price are required unless contract price does not exceed $50,000, in which case only a payment bond is required.

Questions are due September 7, 2026, at 1:00 p.m. Electronic submissions are required through the OpenGov Procurement Portal at https://procurement.opengov.com/portal/cityofconroe.
