About this opportunity
The City of Greenfield Department of Public Works (DPW) is issuing a sealed bid solicitation (DPW 26-02) for wastewater sludge cake hauling and disposal services covering a 16-month contract period from March 1, 2026, through June 30, 2027. The contractor will be responsible for removing sludge cake from the City's Water Pollution Control Plant located at 384R Deerfield Street in Greenfield, Massachusetts, and transporting it to a legal disposal facility. Based on five-year historical data (January 2020 through December 2024), the average annual sludge production is 9,413 wet tons per year, with projections of approximately 12,551 wet tons over the contract period, though the City makes no guarantee of minimum quantities. The contractor must maintain trailer availability on-site for sludge cake deposit and respond to pickup requests within 24 to 48 hours' notice, with sludge production estimated at 18-20 percent solids from the newly installed DSP Screw Press. Pricing shall be submitted on a per-wet-ton basis as a firm, all-inclusive unit cost covering both transportation and disposal with no allowance for fuel surcharges, environmental costs, or regulatory fees. Sealed bids are due by 2:00 p.m. on Thursday, February 19, 2026, at the DPW Yard located at 189 Wells Street, Greenfield, Massachusetts, with public opening and reading immediately following, and a recommended pre-bid site visit is scheduled for 10:00 a.m. on Thursday, February 12, 2026. Contract documents are available beginning Monday, February 2, 2026, through the City's Purchasing Department website or by contacting ian.hodgdon@greenfield-ma.gov.
The award shall be made to the responsive and responsible bidder offering the lowest price, subject to funding availability, with no identified set-aside designations or restrictions on the types of organizations that may respond. The contractor must commit to the quoted price for all sludge actually produced during the contract period regardless of whether actual tonnage exceeds or falls short of projections, and a 100 percent Performance Bond is required. The contractor must maintain comprehensive commercial liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance with limits of $500,000 per person and $1,000,000 per accident for bodily injury, and workers' compensation insurance as required by Massachusetts law. Payment will be made monthly within 30 days of receipt of invoices supported by weight documentation from the WPC Plant scale and disposal facility certification. No specific incumbent vendors or budget range has been identified in the solicitation documents. The City reserves the right to reject any or all bids and waive informalities if deemed in the public interest.
