About this opportunity
The City of Fort Worth is requesting proposals for wastewater siphon cleaning services for the Water Department on an as-needed basis under RFP 26-0245, with proposals due August 20, 2026. The City has established a 30% small business utilization goal; all small businesses must be certified by an approved City certifier and maintain principal place of business in Tarrant, Wise, Johnson, Parker, or Denton County.
The scope includes mobilization, equipment setup, cleaning operations, debris removal and disposal, system testing and verification, and demobilization for siphons within the wastewater system. The contractor must provide all labor, equipment, and materials; maintain equipment in proper working condition; comply with safety regulations and environmental standards; and coordinate scheduling with the Water Department. Work is performed on an as-needed basis rather than fixed schedule, accommodating both emergency and routine maintenance across the City's wastewater infrastructure.
The initial contract term is one year with automatic renewal for up to four additional one-year periods unless either party provides 90 days' notice of non-renewal. The draft Vendor Services Agreement sets total compensation not to exceed $500,000. The contractor must maintain Commercial General Liability coverage ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory limits, and Professional Liability ($1,000,000 each claim and aggregate).
All proposals must be submitted electronically through the Euna Portal (https://fortworthtexas.bonfirehub.com/portal/). Award uses a "best value" standard considering purchase price, reputation, quality, extent of meeting city needs, past relationships, compliance with small business requirements, and long-term costs. Pricing must be submitted in U.S. dollars with all costs included in unit prices; freight terms are FOB Destination, Freight Prepaid and Allowed. Payment is on Net 30 terms. Required submission forms include IRS Form W-9, Texas Conflict of Interest Questionnaire, Small Business Utilization Form, and Deviation Form if applicable.
