About this opportunity
The City of Houston is requesting competitive bids for wastewater collection system rehabilitation and renewal within city limits under solicitation CB-2026-0024, with bids due July 2, 2026 at 10:00 a.m. (CT) and a mandatory pre-bid conference on June 8, 2026 at 9:00 a.m. (CT) via Microsoft Teams. Bidders must have at least three prior contracts as prime vendor for similar size and scope work—a qualification gate that filters the field.
The scope includes point repairs, sewer and service lateral replacement, sliplining, pipe bursting, slurry boring, service reconnections, manhole rehabilitation, cleaning and televising of sanitary sewers, pavement restoration, and ancillary surface restoration. Contractors must achieve substantial completion within 730 days after commencement of work.
The estimated construction budget is $5.5 million. No mandatory MBE or WBE goals apply due to Texas Water Development Board funding; however, contractors are strongly encouraged to utilize local small firms and document such utilization. The City is subject to the Hire Houston First program for eligible local businesses. A security deposit of 10 percent of the total bid amount, submitted as either a bid bond or certified/cashier's check, is required with bid submission. Payment will occur within 30 days of invoice or receipt of goods or services under the Texas Prompt Payment Act, with early payment discounts available at the City's option.
Bidders must submit no more than 25 pre-bid questions by June 19, 2026 at 5:00 p.m. (CT). Intent to award is estimated for July 2026, with a City Council agenda date in August 2026 and an estimated award start date in September 2026. Bid submission must include official signature page with references, MWSBE participation plan, ownership information form, anti-collusion statement, conflict of interest questionnaire, bid bond, pay-or-play acknowledgement, OSHA history documentation, and compliance certifications covering drug-free workplace, equal employment opportunity, anti-boycott, and human trafficking prevention.
