About this opportunity
The City of Tampa's Solid Waste & Environmental Program Management Department is seeking qualified contractors to provide comprehensive valve service and maintenance for the McKay Bay Waste to Energy (WTE) Facility located at 107 North 34th Street in Tampa, Florida. The procurement opportunity involves performing preventive maintenance on various valve types, including boiler isolation, check, gate, globe, block, and safety valves during approximately eight annual maintenance outages. Contractors must possess five years of experience in equipment services for waste-to-energy facilities and hold specific certifications such as the National Board "NB" mark, ASME "UV" certificate, and "VR" symbol. The technical specifications require contractors to conduct tasks including valve disassembly, inspection, minor repairs, gasket replacement, and bench testing of safety relief valves, with a mandatory 24-hour emergency response capability and 2-4 hour maximum response time. A pre-bid meeting is scheduled for January 6, 2026, at 10:00 am, with electronic bid submissions due by 3:00 pm on January 21, 2026, through the OpenGov eProcurement Portal.
The contract is designated as a sheltered market for Small Local Business Enterprises (SLBEs), with a 5% bid discount not to exceed $10,000 for SLBE bidders. The City of Tampa will award the contract to the lowest responsive, responsible bidder on an aggregate basis, with an initial award period of three years and potential for one two-year renewal period. The estimated contract value is approximately $200,000, with pricing submitted on an hourly basis for valve technician straight time (1,440 hours) and overtime (360 hours). Hourly rates must include per diem, travel, mobilization, and all associated expenses, with a parts and materials cost markup not exceeding 10%. Contractors must also comply with extensive environmental, health, and safety requirements, including protocols for handling heavy metals present in facility ash and maintaining comprehensive safety documentation. The Equal Business Opportunity Program will oversee SLBE participation, and contractors must submit detailed payment documentation and letters of intent for any subcontractor relationships.
