About this opportunity

The Texas Health and Human Services Commission (HHSC), Procurement and Contracting Services, is soliciting competitive bids for non-hazardous solid waste removal services at Corpus Christi State Supported Living Center under IFB HHS0017891, with bids due September 11, 2026 at 10:30 a.m.

The scope covers collection, transportation, and disposal of refuse from the CCSSLC facility at 902 Airport Road, Corpus Christi, Texas. Required capacity includes three 8-cubic-yard containers for tri-weekly collection (Monday, Wednesday, Friday); one 34-cubic-yard compactor container for weekly collection; one 20-cubic-yard container for on-call service; and three 40-cubic-yard roll-off containers for on-call basis. Contractors must furnish new or agency-approved used containers and deliver them within five business days of award at no cost, with removal within five business days of contract expiration at no cost. Side-load trucks are preferred due to narrow streets between buildings.

The historical spend baseline for the prior contract period (September 1, 2025–August 31, 2026) was $80,000, provided as a guideline only and not representing guaranteed volumes. The initial contract term runs from award through August 31, 2027, with one renewal option available for up to one additional year at HHSC's sole discretion. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract. No volume or compensation guarantee is provided, and all contracts are subject to appropriations, fund availability, and termination provisions.

Bidders must demonstrate a minimum of five years of relevant experience and provide three verifiable references for similar contracts within the last five years. Pricing must be submitted as firm, fixed prices on Exhibit C covering all labor, equipment, materials, supplies, and related expenses, with price adjustments based on the Consumer Price Index (CPI-W or CPI-U) for Region VI or federal minimum wage increases when applicable. Comprehensive insurance requirements include workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability insurance ($1,000,000).

An optional on-site visit is scheduled for September 2, 2026 at 10:00 a.m. at Maintenance Building 507. Questions are due September 3, 2026 at 10:30 a.m., with responses posted as an addendum by September 8, 2026. Bidders must submit Exhibit A (HHS Solicitation Affirmations), completed pricing sheet, Exhibit D (Bidder Reference Form), and applicable Exhibit F (Form 4109 Application for Texas Identification Number); failure to submit Exhibit A or pricing sheet results in disqualification.
