About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the General Services Department, is soliciting proposals through a Request for Quote (RFQ) to procure waste oil removal services at twelve municipal locations across the General Services Department and Detroit Department of Transportation for a three-year contract term with potential renewal options subject to City Council approval. The scope of services includes pickup and proper disposal of waste oil, antifreeze, contaminated fuel, waste oil filters, and miscellaneous waste, with biweekly or monthly removal under normal conditions and emergency removal required within twenty-four hours of request. Pricing shall be structured per gallon for bulk products, with waste oil priced per gallon picked up while other materials are charged as pickup costs, and drum lots prorated per drum in increments of 3/4, 1/2, 1/3, and 1/4 fill levels. Qualified vendors must demonstrate a minimum of five years' experience in waste removal services, provide three professional references from the past five years, submit company policies and procedures for waste removal and tracking, supply all required drums, and maintain property damage insurance of $100,000, commercial general liability insurance of $5,000,000 combined single limit, workers' compensation at Michigan statutory minimums, and pollution liability insurance of $2,000,000 per occurrence. A pre-bid conference is scheduled for April 23, 2026, at 2:00 PM EST via Microsoft Teams, with questions due by April 24, 2026, at 3:00 PM EST, and proposals must be submitted through the Bonfire Procurement Portal by May 1, 2026, at 3:00 PM EST. Successful vendors must comply with additional requirements including ISO 27001 certification or annual SOC 2 Type 2 Reports, Davis-Bacon Act prevailing wage requirements, Equal Employment Opportunity standards, and registration in the City's Supplier Portal for ACH payment processing.
The City has established significant diversity and local hiring preferences through Executive Order No. 2016-2, mandating a minimum 50% Detroit resident workforce, 25% minorities, and 5% women on all work performed. Vendors certified as Detroit-Based, Detroit Resident Business, Detroit Headquartered, Detroit-Based Small Business, Detroit-Based Micro Business, or participating in Joint Venture or Mentor Venture arrangements under Detroit City Municipal Code Section 17-5-12 are eligible for equalization credit pricing ranging from 1% to 5%, with Detroit Headquartered and Detroit Resident Businesses receiving the highest credit of 5%; the lowest equalized bidder will be awarded if the equalized bid does not exceed 12% above the lowest responsible bid or $100,000, whichever is less. Award-winning contractors must submit notarized City of Detroit Consolidated Affidavits, three years of financial statements, a Certificate of Insurance, evidence of Treasury Clearance submission, and System of Awards Management (SAM) registration documentation, with Treasury Clearance requiring a minimum of ten days and SAM registration requiring ten to fifteen days following submission. The contract is subject to termination by either party with thirty days' written notice or by the City for convenience with five business days' notice, and no specific budget range or contract value is identified in the solicitation documents, indicating that pricing will be evaluated competitively based on vendor quotes and fee structures submitted in response to the RFQ.
