The University of Houston-Clear Lake is soliciting proposals for comprehensive waste disposal services across its main campus under RFP 27-002, with proposals due October 1, 2026 at 2:00 p.m. Central Time. A subcontracting plan is required for proposals exceeding $100,000, with VetHUB participation encouraged; all respondents must submit a completed Execution of Offer certification attesting to Texas franchise tax compliance, antitrust law adherence, and statutory eligibility requirements.
The scope encompasses waste container collection and recycling services at nine campus locations (Bayou Building Receiving Dock, Central Services maintenance yard, Delta Building, North Office Annex, Arbor North, Recreation and Wellness Center, STEM building, Student Services Classrooms Building, and Hunter Hall) Monday through Friday between 7:00 a.m. and 4:00 p.m., with container sizes ranging from 2 to 8 cubic yards and lift frequencies from 3 to 20 times per week, plus provision of extra dumpsters and fixed-cost supplemental services (emergency pulls within 3 hours, emergency container dumps within 4 hours, and temporary container delivery within 24 hours).
The contract begins January 1, 2027 for an initial three-year term with options to renew for two additional one-year periods, extending to a maximum five-year duration. Pricing must be submitted for five fiscal year periods from FY 27 through FY 31 with per-month charges for base services and per-container fixed rates for supplemental services.
The University will evaluate proposals on qualifications and experience (20 points), environmental responsibility (20 points), similar past projects (20 points), safety plan (20 points), and price (20 points). Insurance requirements include Commercial General Liability of $1 million per occurrence and $2 million aggregate, Workers' Compensation at statutory limits, and Commercial Automobile Liability of $1 million, with the University as additional insured.
Questions and interpretations are due September 15, 2026. Proposals must be submitted as one package with two separately sealed envelopes containing the proposal (maximum 30 pages printed front and back) and the subcontracting plan, each with USB copies included.
