About this opportunity
The State of Louisiana Office of State Procurement is soliciting bids for waste disposal services for the Office of Juvenile Justice's Bridge City Center for Youth (OJJ-BCCY) under RFx 3000026866, with inquiries due November 17, 2026 and bids due December 1, 2026 at 10:00 a.m. Central Time. The solicitation identifies no set-aside or preference program.
The contractor provides container rental, trash and garbage hauling, and disposal for three eight-cubic-yard containers serviced Monday, Wednesday, and Friday between 8:00 a.m. and 4:30 p.m. Central Time, with extra pickups required within 24 hours of agency request. Containers must have minimum 10-gauge steel fronts, watertight construction, and hinged, insect-resistant lids. The contractor maintains, sanitizes, disinfects, and pest-treats containers and cleans up spills. Waste goes only to state-permitted, approved landfills. Trucks must be designed for waste collection and approved by both the State and the Louisiana Department of Public Safety. The contractor also maintains a backup plan for equipment failure, submits quarterly tonnage reports, and handles criminal background checks, Prison Rape Elimination Act compliance under Department Regulation C-01-022, and E-Verify requirements. Required insurance includes workers' compensation with $1,000,000 employers liability per accident, commercial general liability at $1,000,000 per occurrence and $2,000,000 general aggregate, and automobile liability at a $1,000,000 combined single limit, all from carriers rated A-:VI or higher by A.M. Best.
The solicitation states no contract value. The initial term begins on award and runs through June 30, 2027, with two 12-month renewals at the State's discretion and with contractor acceptance, for a maximum of 36 months at the same prices, terms, and conditions. Line 1 is a monthly fee for the three containers, and Line 2 is a per-container fee for extra pickups, estimated at four instances. Pricing is F.O.B. Destination and firm for at least 30 days for bid acceptance and the full contract period. Payment is unit-price based and due within 30 days of receipt of a properly executed invoice or delivery, whichever is later, by LaCarte procurement card for purchases of $5,000 and under or by electronic funds transfer. Performance deductions apply at one-sixtieth of monthly invoicing for a third occurrence and one-thirtieth for a fourth. Two or more reductions within 30 workdays, or 15 within 12 months, may trigger automatic termination for default. The State may also terminate for cause on 15 days' notice, for convenience on 30 days' notice, or for non-appropriation of funds. Place of performance is Bridge City Center for Youth, with East Baton Rouge Parish and Baton Rouge City listed as jurisdictions.
The State awards on an all-or-none basis to the overall lowest responsive, responsible bidder meeting specifications and reserves the right to reject individual line items. Bids are submitted through the LaGov vendor portal or by mail, hand delivery, or courier to the Claiborne Building, 1201 North Third Street, Baton Rouge, Louisiana 70802.
