About this opportunity
The State of Minnesota, specifically the Department of Administration, is seeking a contractor to provide waste and recycling services for the Minnesota Sex Offender Program (MSOP) located in Moose Lake, MN. The procurement is a Request for Proposals (RFP) for comprehensive waste management services, including collecting and disposing of mixed municipal solid waste, recyclable materials, and potentially organic waste. The contract will cover a two-year term from July 1, 2025, to June 30, 2027, with the possibility of a 36-month extension. Key deliverables include managing multiple container types, including 40-cubic yard recycling compactors, 30-cubic yard solid waste compactors, and 32-gallon organic waste containers, with specific collection requirements ranging from as-requested to bi-monthly pickups. The evaluation process will be conducted in three phases, with 100 points allocated for acceptance of terms and conditions and 900 points for cost details, totaling 1,000 possible points. Important dates include a May 15, 2025 deadline for submitting site visit requests and questions, with proposals due by May 22, 2025, at 3:00 PM Central Time. Potential bidders are encouraged to conduct a site visit, which requires a background check and advance notification.
The state has implemented several set-aside designations and preferences to promote diversity and inclusion in the procurement process. Preference points will be awarded to businesses owned by minorities, women, veterans, and individuals with substantial physical disabilities. The solicitation offers up to a 12% preference for certified veteran-owned businesses and includes provisions for targeted group businesses and DEED/DHS providers. Interested vendors must complete various compliance documents, including a Veteran-Owned Preference form, Workforce and Equal Pay Declaration, and other organizational conflict of interest certifications. The estimated total contract value ranges from $40,000 to $60,000 annually, though this is not a guaranteed minimum or maximum amount. The procurement requires strict adherence to security protocols, comprehensive insurance coverage, and compliance with Minnesota state statutes regarding waste management and recycling. The state reserves the right to award the contract to a single or multiple responders based on the best value proposition, with potential for electronic submission and minimal bid requirements.
