About this opportunity
The State of Hawaii, Department of Accounting and General Services, Central Services Division is requesting bids on driveway recoating at Washington Place, 320 S. Beretania Street, Honolulu, under IFB CSD-27-003-O, with bids due September 14, 2026.
Offerors must demonstrate a minimum of five consecutive years of roadway paving experience immediately prior to bid opening and maintain a service facility on Oahu available during normal business hours. Prevailing wage requirements under Hawaii Revised Statutes Chapter 103-55 apply; offerors must submit a completed Wage Certificate and certified weekly payroll documentation.
The scope encompasses site preparation and power sweeping, crack filling and sealing with hot-applied rubberized sealant meeting ASTM D6690, leveling of depressions with fine-aggregate hot mix asphalt or polymer-modified skin patches, and application of two coats of asphalt-emulsion-based sealcoat mixed with silica sand and latex polymers. Work covers 6,553.75 square feet inside the property fencing. All work must be performed Monday through Friday, 7:45 AM to 4:00 PM, excluding State holidays, with traffic control barricades required for 24 to 48 hours following topcoat application. Upon completion, the pavement surface must pass a water test with no standing water deeper than 1/8 inch remaining after 30 minutes. The contractor guarantees all workmanship and materials for twelve months from installation and must remediate any acceptance issues within three calendar days of rejection or face potential contract termination.
The contract term extends through September 29, 2026, with possible extension by mutual written agreement at unchanged contract price. The bid price must be stated in whole tens of dollars only and include all costs for labor, equipment, parts, materials, mileage, parking, Hawaii General Excise Tax, and applicable taxes. Award is made to the responsive offeror with the lowest bid; in case of a tie, the offeror with the greatest experience is selected, with a coin flip determining the award if further ties exist. Upon award, the successful contractor must pay Tyler Hawaii 0.75 percent of the awarded amount, capped at $5,000, within 30 days. The contractor must maintain General Liability insurance of not less than $1,000,000 per occurrence and $2,000,000 in the aggregate, and Auto Liability and workers' compensation insurance. Liquidated damages are assessed at $100 per calendar day per location per violation for delays beyond the required date. Questions must be submitted to Dixon Park no later than 11:00 AM on Monday, September 14, 2026. Offerors must submit bids electronically through HIePRO with completed Offer Forms A and B, Wage Certificate, Qualification Form A, Hawaii contractor's license, and IRS W-9.
