About this opportunity
The City of Philadelphia Procurement Department is requesting quotes for washing machine installation with quotes due October 9, 2026. This is a micro purchase contract with a maximum threshold of $45,000, automatically limited to a 365-day term with no renewal option.
Quotes must be submitted electronically through PHLContracts.phila.gov and must remain valid for 60 days from submission. Vendors must complete and submit a signed Consent and Authorization Agreement prior to bid closing; electronic submission of scanned, executed agreements is acceptable. All products must be delivered FOB Destination Point at quoted prices with no modifications permitted after bid opening.
Award is granted to the lowest responsible and responsive seller. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and accept partial quotes on select items. Pricing must be submitted net and exclusive of all taxes; the City of Philadelphia is exempt from federal excise, transportation taxes, and Pennsylvania Sales and Use Tax. Payment is made by electronic deposit following delivery and approval and submission of proper invoicing.
Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit, naming the City as an additional insured. Sellers must certify that they and their parent and subsidiary companies are not indebted to the City for delinquent taxes, liens, judgments, or other outstanding debts without a written payment agreement. The contract includes comprehensive nondiscrimination provisions, ethics requirements prohibiting gifts to City employees, conflict of interest restrictions, and indemnification obligations.
Voluntary LGBTQ applicant opportunity data collection is available; submission supports the City's efforts to expand its vendor database. Questions regarding the Consent and Authorization Agreement requirement may be directed to the Procurement Customer Service department at PHLContracts@phila.gov or by telephone at 215-686-4755, 215-686-4720, or 215-686-4721.
