About this opportunity

The City of Philadelphia is requesting quotes for washing machine installation and repair services under a micro purchase procurement, with quotes due September 18, 2026 and preference given to local vendors in the Philadelphia area.

The scope covers installation and repair services for washing machines. The contract is structured as either a Firm Limit Delivery or Requirements Contract with a maximum term of 365 days from the effective date. Quotations must be submitted electronically through PHLContracts, the City's eProcurement platform. A Consent and Authorization Agreement must be executed prior to bid closing, either attached to the vendor profile at registration or included with the first submitted quote.

The maximum contract value is $45,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020, rounded to the nearest $1,000. All quoted prices must be net and exclusive of taxes. The City reserves the right to reject any or all quotes, accept quotes from multiple sellers, and award contracts to the lowest responsible and responsive seller. Award decisions will be made within 60 days of the submission date. Quotes remain valid for 60 days from submission.

The successful seller must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit. All products must be delivered FOB Destination Point, with delivery required on the specified date for Firm Limit contracts or upon City request for Requirements contracts. The seller must certify it is not indebted to the City for delinquent taxes, liens, or judgments and must comply with Philadelphia's business tax, nondiscrimination, and ethics requirements. Payment becomes due following delivery, City approval, and invoice submission.

The City encourages voluntary LGBTQ business self-identification through the LGBTQ Applicant Opportunity Data form, with certification available through the National LGBT Chamber of Commerce and the Independence Business Alliance.
