About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued Request for Bid (RFB) 758 2300000462 on behalf of the Kentucky Department of Parks to procure commercial laundry equipment for nine state resort parks: Carter Caves, Barren River Lake, Buckhorn Lake, Greenbo Lake, Kentucky Dam Village, Lake Cumberland, Natural Bridge, Pennyrile Forest, Pine Mountain, and Rough River Dam. The solicitation seeks 16 washer/extractors ranging from 45 to 65 pounds capacity and 4 to 5 electric heated drying tumblers rated at 55 to 75 pounds capacity, with the majority specified as UniMac units featuring network-capable controls, though approved equal alternatives are permitted with submission of descriptive literature. Vendors must provide complete on-site installation, setup, staff training, disconnection and removal of existing equipment, and delivery to specified park locations, with all associated costs included in bid pricing. Equipment specifications include detailed electrical requirements ranging from 120/60/1 to 440-480/60/3 phase, dimensional constraints, air flow minimums of 800 CFM for dryers, and performance standards such as g-force ratings for extractors. Warranty requirements include three years on parts and five years on structural components for washer/extractors, and three years overall for dryers. The original bid was issued January 30, 2023, with vendor questions due February 6, 2023, at 10:00 AM ET; however, a solicitation modification issued February 10, 2023, cancelled the original solicitation with the same closing date. Bids must be submitted electronically through the Kentucky eProcurement system by February 13, 2023, at 1:30 PM ET, with vendors required to be registered in the Vendor Self Service System 24 to 48 hours prior to submission. Site visits to individual parks are available upon request to designated park managers. Award will be made by line item to one or more vendors on a best value basis, with evaluation criteria allocating 90 points to price and 10 points to delivery time specified in working days, and all proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders and qualified bidders, including Kentucky Correctional Industries and entities serving individuals with disabilities that employ such individuals for at least seventy-five percent of direct labor hours, receive preference points under the procurement process. Vendors claiming resident bidder status must attest that they are authorized to transact business in Kentucky, have filed corporate income taxes for one year prior to advertisement, have made payments to the Kentucky unemployment insurance fund, and maintained a workers' compensation policy. All bidders must submit required affidavits under penalty of perjury attesting non-violation of Kentucky campaign finance laws (KRS 45A.110 and 45A.115), with affidavits effective for one year from execution and subject to notarization. Pricing shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes. The solicitation documents do not disclose a specific funding amount or total contract award value, though the Commonwealth reserves the right to cancel the RFB if responses exceed available funding. For additional information regarding the solicitation, interested parties should contact Evelyn Osborne at 502-564-0552.
