About this opportunity

The City of Philadelphia Department of Procurement is soliciting quotes for washers and dryers as a micro purchase under IFB mechanism, with quotes due October 15, 2026. The award will be made as a whole or by line item at the City's discretion to the lowest responsive and responsible bidder; sellers must quote all items to be eligible.

Quotes are valid for 60 days from submission. All products must be delivered FOB Destination Point at quoted prices, exclusive of federal excise, transportation, and Pennsylvania sales and use taxes. The total quote amount may not exceed $45,000, subject to annual CPI-U adjustment from January 1, 2020 baseline, rounded to the nearest $1,000. The contract term is automatically 365 days from effective date in PHLContracts with no notice required for termination.

All vendors must complete and submit a Consent and Authorization Agreement (designating a Seller Administrator responsible for account management) prior to bid closing to have quotes considered responsive. Vendors may attach the agreement to their PHLContracts profile at registration or include it with their first quote submission. Vendors must complete all mandatory questions in the PHLContracts system, enter unit costs for each item, accept terms and conditions, and resolve all validation messages before submission. Submission of the LGBTQ Applicant Opportunity Data Form is voluntary and serves to identify LGBTQ-owned businesses and facilitate inclusion of LGBTBE-certified vendors; the form requests self-identification of LGBTQ ownership and current or third-party certifications (Independence Business Alliance, ESMDC, PAUCP, Disability:IN, or WBENC).

The successful seller must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per occurrence limit, and automobile liability insurance with a $300,000 per occurrence limit. The seller must comply with all applicable nondiscrimination and ethics regulations and Philadelphia business tax obligations. The City reserves the right to reject any and all quotes and accept quotes from multiple sellers. No delivery or services are to commence until official departmental notification is received.
