About this opportunity
Warren State Hospital, a Pennsylvania Department of Human Services facility in Wyoming County, is requesting quarterly meat bids for October through December 2026, with proposals due August 26, 2026. The procurement covers beef, pork, poultry, fish, and processed meat items under specifications for multiple commodity categories.
Bidders must be registered as vendors with the Commonwealth of Pennsylvania through the PA Supplier Portal (www.pasupplierportal.state.pa.us) and must obtain a Vendor Number prior to submission. The New Vendor Registration Guide and Bidding Guide are attached; vendors unfamiliar with the state portal should contact the Customer Support Center at (877) 435-7363, Option #1.
The poultry specifications—the largest category by complexity—include fresh frozen chicken parts, turkey roasts, turkey burgers, processed turkey products, diced and pulled poultry, and fully cooked breaded chicken, with delivery dates of October 5, November 2, and December 7, 2026. All poultry must meet USDA Grade A specifications or equivalent; products must be individually quick frozen, whole muscle rather than comminuted, and packaged in moisture-proof containers with specified weight limits per master carton. Low-sodium and additive-free options are required for certain items such as diced poultry meat.
The fish specification calls for 450 pounds of raw fish loins (Cod or Haddock, USDC Grade A equivalent) in three equal deliveries of 150 pounds each on the same dates, individually quick frozen, skinless, boneless, 4-ounce portion size, layer-packed with moisture-proof paper, and packed in 6-pound cartons. Approved brands include Icelandic, Samband of Iceland, FPI, Viking, Midship/Good Harbor, and Frionor.
The meat and poultry specifications documents detail acceptable grades (USDA Prime or Choice for beef), fat content limitations, packaging standards, portion sizes, and approved supplier brands with product codes. The Commonwealth reserves the right to adjust delivery quantities with 15 days' notice; non-compliance with delivery specifications will result in rejection. Bidders must provide unit and total pricing for all line items.
