About this opportunity
The North Carolina Department of Environmental Quality, Division of Mitigation Services is requesting proposals for warm stream and riparian wetland mitigation projects within Cataloguing Units 03010102 or 03010104 of the Roanoke River Basin, with proposals due October 6, 2026 at 2:00 PM EST and a virtual pre-proposal conference on July 8, 2026 at 10:00 AM ET.
All vendors must be registered with the North Carolina Secretary of State and maintain current registration in the eVP system. The scope requires delivery of 3,000 warm stream mitigation credits and 3 riparian wetland mitigation credits, with preservation credits not to exceed 50% of the total. Vendors may propose stream-only projects, wetland-only projects, or combined mitigation approaches. Compensation is based on a cost-per-credit model with payment tied to project milestones: environmental and regulatory screening (5% of contract value) through final monitoring and project closeout (10% of contract value).
The contract carries an initial ten-year term from execution, with State options to renew for up to two additional one-year terms. The State may also extend beyond the final active term with vendor concurrence. Vendors must provide financial assurance through performance bonds equal to 55% of total contract value, letters of credit, or casualty insurance to guarantee mitigation-credit delivery. Evaluation employs a two-step process assessing technical proposals and sealed cost proposals separately, with awards determined by adjusted credit cost (total bid cost divided by proposal technical rating).
Work is performed in Wake County and Teachey Town. Written questions are due July 15, 2026 at 5:00 PM EST. The State reserves the right to reject any or all proposals, make separate awards to different vendors, or cancel the RFP if deemed in its best interest.
