About this opportunity

The North Carolina Department of Environmental Quality, Division of Mitigation Services is requesting proposals for warm stream and riparian wetland mitigation projects within Cataloguing Unit 03030003 of the Cape Fear River Basin (Wake County and Teachey Town), with proposals due October 6, 2026 at 2:00 p.m. EST via the Ariba Sourcing Tool.

Vendors must be registered with the North Carolina Secretary of State and maintain North Carolina vendor status in good standing. The scope requires delivery of 4,000 warm stream mitigation credits and 3 riparian wetland mitigation credits, with preservation credits not to exceed 50% of the total. Deliverables span environmental screening, property conveyance, mitigation plan development, permitting, site construction, baseline monitoring, and seven years of post-construction monitoring. Long-term protection must be provided through a conservation easement held by the State of North Carolina; the state will not accept fee simple title to property. Financial assurance is required as a performance bond (55% of contract value), letter of credit, or casualty insurance, effective through task completion.

The contract initial term is ten years from the effective date, with the state retaining the option to renew for up to two additional one-year terms. Compensation is structured around project milestones, ranging from 5% for the initial regulatory site visit and environmental screening to 10% upon project closeout following the seventh year of monitoring. Vendor pricing is submitted on a sealed Pricing Form (Attachment A) and evaluated using an adjusted credit cost formula that combines credit cost with the proposal rating based on technical evaluation.

A virtual pre-proposal conference is scheduled for July 8, 2026 at 10:00 a.m. EST via Microsoft Teams. Written questions are due July 15, 2026 at 5:00 p.m. EST.
