About this opportunity
The California Department of Transportation, through the Department of General Services, is seeking to lease approximately 11,274 net usable square feet of office space in the Stockton/Manteca/Lathrop area, along with twenty exclusive parking spaces. The solicitation requires potential properties to meet specific criteria, including being completely asbestos-free, complying with seismic safety standards, Americans with Disabilities Act (ADA) requirements, California Building Code, and Title 24 regulations. Properties must also be located near public transportation and within defined geographical boundaries: north to Highway 4, south to E Woodward Avenue, east to Highway 99, and west to Highway 5. The state will prioritize properties that demonstrate LEED or Energy Star compliance where cost-effectiveness can be achieved. Interested property owners or legally authorized agents must submit their responses by January 17, 2025, directly to Julian Alcala via email or written communication, including the property address, map, and project number 14509.
The procurement opportunity includes specific requirements for Disabled Veteran Business Enterprise (DVBE) compliance, indicating a potential set-aside or preference for businesses meeting these criteria. While no specific budget range is explicitly stated, the solicitation suggests the state is seeking a long-term lease arrangement for office space that meets rigorous technical and accessibility standards. The Department of General Services is positioning this as a full-service commercial real estate procurement, emphasizing that the solicitation is not for representing the state in real estate transactions, but for identifying suitable properties that meet precise operational needs. Potential respondents must be prepared to demonstrate their properties' compliance with complex state building codes, accessibility requirements, and environmental standards. The procurement covers jurisdiction areas within San Joaquin County, with a specific focus on the Stockton/Manteca/Lathrop region, and seeks properties that can accommodate state government operational requirements.
