About this opportunity

The State of California's Department of General Services, acting on behalf of the Department of Rehabilitation, is seeking to lease approximately 4,267 net usable square feet of office space in Stockton, San Joaquin County. The procurement is specifically targeting a commercial office property with 20 public parking spaces, located within defined geographic boundaries bounded by Hammer Lane, Highway 4, Highway 99, and Highway 5. Prospective properties must meet stringent qualification criteria, including being completely asbestos-free, compliant with Americans with Disabilities Act (ADA) standards, seismically safe, and adherent to California Building Code and Title 24 requirements. The state will prioritize properties demonstrating LEED or Energy Star compliance where cost-effectiveness can be achieved. Key deliverables include a fully functional office space that accommodates state operational needs, with proximity to public transportation being a critical consideration. The solicitation response deadline is June 17, 2025, and interested property owners or legally authorized agents must submit their proposals via email or written communication to Koren Howell at the Department of General Services.

The procurement includes specific set-aside requirements, notably mandating compliance with Disabled Veteran Business Enterprise (DVBE) guidelines. While no incumbent vendors are specified, the state is seeking flexible commercial real estate solutions that can integrate seamlessly with existing state infrastructure and operational standards. There are no explicit budget ranges disclosed in the solicitation, though the detailed specifications suggest a comprehensive evaluation process that will assess properties based on their ability to meet technical, accessibility, and sustainability criteria. Property owners responding to this opportunity must provide a complete submission package including property address, detailed map, and the designated project number (Project #15374). The procurement appears designed to create an inclusive and competitive process for identifying suitable office space, with an emphasis on accessibility, safety, and environmental responsibility. Contact for further inquiries is Koren Howell, reachable at 279-799-3728 or Koren.Howell@dgs.ca.gov, who will oversee the initial stages of property assessment and potential lease negotiations.
