Additionally, bidders must submit a Non-Collusion Affidavit certifying independent bid preparation and a Bid Bond executed by a principal and surety company appearing on the U.S. Department of the Treasury's most current Bond List (Circular 570), with the bond amount equal to 10 percent of the bid. Online sealed bids will be received until Friday, April 17, 2026, at 3:00 p.m. local prevailing time, with all questions regarding contract documents submitted exclusively through PennBid's Public Q&A section; no telephone, fax, or direct email inquiries will be accepted.

The contract documents were prepared by Buchart Horn, Inc., located in State College, Pennsylvania, and are available at no cost through the PennBid platform. All submitted bids shall remain irrevocable for sixty days following the bid opening date, or for one hundred twenty days if award is delayed due to required approval from another government agency, bond sales, or grant awards, in accordance with Pennsylvania Act 317 of 1978 as amended.
