About this opportunity

Wallace Township in Chester County, Pennsylvania is procuring road repair services through an electronic bidding process via the PennBid Program for the 2026 Wallace Township Road Repairs (Double Seal Coat) project. The procurement involves furnishing and installing leveling courses and double seal tar and chip applications on six township roadways—Park Lane, Glen Manor Lane, Arrow Point Drive, Bassett Hunt Lane, Lippitt Road, and Seminary Road—covering approximately 3,976 to 4,686 square yards of roadway segments in accordance with PennDOT Publication 408 specifications. Bids must be submitted electronically by 1:00 PM on April 9, 2026, with the bid opening and posting occurring immediately thereafter at the same time. The Wallace Township Board of Supervisors will consider and award bids at their meeting on April 9, 2026, at 7:00 PM at 1250 Creek Road, Glenmoore, PA 19343. Final questions regarding the project must be submitted electronically via PennBid by 1:00 PM on April 2, 2026. Bidders are required to conduct mandatory site visits to familiarize themselves with existing conditions and verify all measurements and quantities prior to bid submission. Substantial completion of the project is required by August 31, 2026, with final completion no later than September 30, 2026, and liquidated damages of $500 per calendar day apply for delays beyond substantial completion and $100 per day thereafter.

To qualify for this procurement, contractors must demonstrate experience by providing evidence of successfully completing at least three similar contracts within the five-year period prior to bid submission, with each project valued at no less than 85 percent of the proposed contract amount. All bids must be accompanied by a certified check or bid bond in the amount of 10 percent of the bid amount, payable to Wallace Township, and the successful bidder must furnish performance and payment bonds equal to 100 percent of the bid amount within 10 days of award, along with a maintenance bond equal to 25 percent of the final contract price upon completion. This project is classified as maintenance work and is therefore not subject to Pennsylvania prevailing wage requirements. The procurement does not appear to contain specific set-aside designations for disadvantaged enterprises or restrictions on organization types, and no incumbent vendors or current contractors are identified. All construction materials and methods must meet current Pennsylvania Department of Transportation specifications, and the Township reserves the right to reject any or all proposals or portions thereof based on any criteria it deems relevant. The contractor will be responsible for all traffic control, utility box adjustments, equipment mobilization permits, roadway sweeping, and excess aggregate removal within two weeks of completion, with a resident project representative assigned to observe work and provide progress reports.
